Of course we never want to alienate any advertiser or buyer but sometimes you have to slap someone in the face to snap them out of it. If he knows that he is no longer welcome to make you offers then he now has to make the decision, not you. Don't let him pester you with offers you don't want. From my 3 year experience with this Guy, I will say he is one of those that are pretty scared of financial commitment of any kind.
